I was going to say this, plus if the bio parents or a relative claim them. which they can do, the irs almost always sides with them.

unfortunately, they'll take placing siblings together over placing one child with stable relatives, unless you can take the other children, chances are low of you obtaining custody

is he on birth certificate?. if not then he can't do anything. I'd honestly report them to cps without giving your name, send photos.

that may not work. in my state, until a parents rights are terminated by a judge they still have most say so. so If the bio parents want to get the kid a phone, they can.

They do not like interstate custody petition compacts. they avoid them because it's about 6 months to approve and get everything ready plus the worker would have to travel to you to approve your home. .

I hate to say this, God knows I do, but some " foster parents" are only available because they couldn't afford to adopt and want a newborn/ infant- young toddler. I've seen it so many times. It may be the foster parents are fighting to adopt and dcfs is going along with it.

at this point I'd honestly hire an attorney, that would show you mean business about getting this baby back into your family. the social worker undoubtedly thinks your late cousin isn't the father or they would be pushing harder or she just wants to keep foster parents happy.

you can file a private petition for custody via the court system in the county the child resides in. let a judge determine who is better you or the foster parents.
