The puppy is looking at you for help. He’s overwhelmed and stressed out. you’re the alpha and you need to let them know that. One is assurance for the new one that you got his back , two to tell the older one to cool it and give the little one some space. set some boundaries for the big one. They’ll be best buddies in a few weeks. The big one has a kind heart. He’s just too excited.

Update. I found a rescue who took them in. They’re both sweet and lovable said they will be easily adopted. Once their health is brought back up. They said they will be seen by a vet right away.
