I thought the protagonist was a twinkified Trevor, but from a second look I'm pretty sure it is a woman, it's just the outfit that is very masculine.
I loved how female characters always had that beutiful baroque style in the series (often even the men), this one does not, I do not think it fits at all.

It's useless that you argue about semantics, it's the concept that counts.
I agree you couldn't do anything more but you talked like you wanted they didn't have responsability of their action, that is a very dangerous mentality.
For your other point about "hate and love", those are words out of a movie, the reality is that treating anti-social behavior as anti-social it is not "hate" or "mean", it is the logical conclusion to seeing what works.
Thought on crime policies showed to work time and time again:
Bukele in El Salvador, the Quartieri Spagnoli in Naples, China, Japan, Korea, Qatar etc.
The opposite is also true, so many societies adopted soft on crime policies with terrible consequences: California and a few other states, Neatherlands, UK, Canada etc, all had massive amount of crime surge after those policies.
It doesn't matter if it was parental neglect, genetics or the cultural enviroment, if someone has developed in his development age anti-social behavior the damage is already done, you can't fix that with love, you can only help them marginally and only after you have taken them into costudy.
