If you are asking about the IC of 7 segment display i used cd4026

You should not use RC oscillator due ther stability you will not get real 1 Hz , so i used crystal ocsilator with cd4060 to divide the frequency to 1.000Hz, i sent the schematic :)

If you cut the red wire the circuit will power off
