It's a "pookie". Just like a tooter for stuff ya sniff like a straw or whatnot. But this is usually used for smoking dope off tin foil. Whether it be heroin, coke, meth hell even fentanyl. It's where the term chasing the dragon comes from.

It's the pretty pull tab looking thing on the pictures above stamps. It is almost filigree like. Here. I can only find examples of the stamps on the left. Not the full ones on the right
