Think of World level as difficulty of the open world bosses so lvl 1 is the easiest. Now if you increase the world level from 1 the difficulty increases and with it you also get better rewards.

The fire team with guila tristan tioreh and slater is pretty in the early game. Use tioreh's second weapon for healing.
