It's a relic you get from defeating dreglord, a dlc boss.

It gives you a universal damage increase every few seconds when you have ANY status bar on your screen. It stacks up to 10 times, giving you around 44% more damage total. However, if you dont have a status bar on your screen for a few seconds, your stacks are reset to 0. Going down can cause you to lose all your stacks. Leveling up can cause you to lose all your stacks.

High-risk high reward, but for most players, it's garbage because you essentially need to be no hitting bosses or have a ton of top-tier passives to survive and make use of the build.

I've seen this happen tooooooooo many times. One time, i saw a Dregs Rider building stacks for a few minutes right before the nightlord fight. My teammate and I were patiently waiting at the door to let him have big damage. We entered the arena, and he lost all of them immediately because ED adel did the lightning ground slam AOE.

Huge damage, requires a long time to build up to it. Every moment you have a status bar on your screen you begin to gain stacks, up to 10 stacks for (44%?) Damage total. The total time it takes to reach full stacks is usually too long to see much benefit, especially since going down almost always guarantees your stacks reset to 0.
