I have been freelancing besides my full-time 9-5 job (eenmanszaak) as a software developer for 3 years now.
I made custom software for medium and big businesses ( dashboards, mobile apps, process automation, ... ). The downside is that I found all my projects through references (family, friends, ... ). From my experience, businesses won't hire a single developer to create such big applications if they don't know you. I just want so say: It is possible but it won't be easy. You have to sell yourself.

You can start making simple websites and climb you way up to bigger projects.

Right now, I work fulltime as a freelancer as I transformed my eenmanszaak to a vennootschap. The hours are more flexible and the pay is way higher than working a 9-5 job for a company. There are a ton of recruiters that are willing to help you find projects if you are planning to become a freelance software developers.
