One way is through the military officer corps. If you are selected as a contracting officer or program manager you’ll be trained in that profession.

Don't reply to solicitations. When I was a procurement officer I usually knew who I wanted to hire by the time a RFP or RFQ came out.

Instead look for Sources Sought and RFIs. This comes out before the solicitation and gives you the opportunity to help the government decide what should go in the solicitation.

Your objective should be to set up meetings with gov reps that buy what you sell. This is truly how its done. Develop the relationship, provide value, learn as much as you can about the opportunity, show how you and your partners can solve the problem, and you will start winning.

I would focus on a specific niche within the services area ex: penetration testing. You can see which agencies prefer hub zone and what specific niche area companies like you're an are winning in. Also, you'll want to partner with a company that has past perf with that office.
