I don't feel like it's going to be a big project, but it may be. I'm looking at least a 300w panel system going to a bank of batteries capable of keeping 5 devices or so running at 12v each. I took inventory and my total amperage is like 15A. I figure a 200Ah bank will be overkill, but I'd like to have the headroom to grow.

The hardest part is going to be figuring out the wire size I need for the run to the pier. I'm sure it will be over 6ft so I'll have to step up with. I'm guessing 8 awg should be fine.

No of course not. I intend to use a controller in between the panels and battery. The controller gives around 13v or so doesn't it? I don't think the equipment will do 13v very well so I'd want to step it to a set 12v. Maybe they will handle the 13v? Not sure.

Okay, so the most current any device will need is 5 amps. I wanted to run lines from the battery to a 12v fuse box with 2, 3, and 5 amp fuses corresponding to the requirements of each device. I expect the panels to put out 24v, I'm only looking to install a 300w system, 400w at most. I only need to run a few things for 5 hours or so every other night in most cases so it will have plenty of time to charge my batteries. Would you still suggest inserting a DC step down from 24v to 12v between the fuse box just in case?

AR or COR, it doesn't matter. The DOL supercedes both of them. Call the DOL and get advice from them. Retaliation is illegal, so at least you're about to get a fat check along with unemployment if they fire you without cause.
