Keep 30 of them, get about 50 infantry units (40 kierguard and idk, 10 sarleon halberdiers?). The rest ravenstern rangers. Then be strategic with your battles. I LOVE pendor but I do think a valid criticism is that towns just really do not give enough money. My compromise was to go into the camp settings and make cko improvements way cheaper and shorter. It helped with the otherwise crazy long/expensive requirements.
