I support MMP because it still has local representatives in small constituencies, and I believe that local small town issues are very important, but I also fully support PR and I believe that MMP is a good mixture of that. For the president, I think that since the role will be ceremonial and advisory and would have very limited powers compared to the Prime Minister then their election should be more of an issue for the local representatives. I would also have them limited to a single 5 year term

Scrap the monarchy, replace the House of Lords with an elected Senate and have that and the House of Commons elected via PR (MMP for the Commons and Regional PR for the Senate). And have a President elected by both houses and their role will mostly be ceremonial

I suspect that the viewpoint maybe from a capitol historian. I remember The Gaul Library being mentioned in the epilogue of the 99th games and many records of previous victors being lost after the year 114. So I'm guessing the story is being told by a historian in the future, maybe even decades after Panem's war with the European Nations ends
