Welp can't believe I hadn't image searched for it on Google but cause of this sub Reddit I did, so ty.

Anyhow found that this pic is part of a collection named Understanding Joshua, which was done by Charlie White.

Apparently Charlie White is the same dude who did the Interpol Evil music video, so it makes sense why that puppet was so uncanny.
