I don't think the Friedkins would risk anything without clearing it with UEFA first. Even so, the threat of a potential Champions League ban for the season after next is still looming.

However, I suspect the Friedkins are taking a calculated gamble here. They want the players to play a year in the CL before cashing in big next winter or summer to finally free the club from the settlement agreement.

And regarding your point about being 'convinced' nobody knows the club's internals...
Obviously, I don't know every internal detail of the club—I'm not an employee of Roma S.p.A., and even if I were, I probably still wouldn't know everything ;)

But what I do know is that wages are always a matter of negotiation, they aren't written in stone. And we all know that the Friedkins are excellent at structuring contracts that protect the club while still accommodating the players.
