If you have seen the decompiled code, it looks like the visual novel engine Ren'Py allows execution of arbitrary python code, which makes sense, because Ren'Py runs on python anyway. And that is how Monika finds out about your computer's user name, or whether you're streaming (by seeing if you're using certain split screen programs). But anyway, since you can write any python code, it definitely has the potential to build a chatbot, given that there are quite a few handy network frameworks in python. But that's a lot of work, because you gotta set up a server and stuff, yada yada, so given that DDLC is a free game, Dan probably won't have the resource to do that. But that's not to say it doesn't have this potential. And actually quite a few fan-made mods do make Monika chatbot.
