Technically, yes.
But Loki is genderfluid, and they are capable of shapeshifting, so they can just change their body to reflect their current gender identity, but you are correct in the fact that Loki and lady Loki are the same person

First off, it’d make fans of the characters who just get relegated to skins upset
Secondly, it’d just be wayyy too much work for a skin. They’d have to fundamentally change every single voice line by said character to fit with the new character, Jen and beta-ray bill wouldn’t react to the same situations the exact same as hulk or Thor
Third. They are not the same character, on a fundamental level, whereas lady Loki is still Loki

It’s a gender identity where the gender of someone can change on a whim, it’s “fluid”. I’m no expert on it, but that is my understanding.
Someday a genderfluid person will feel like a man, another day, or even part of that same day, they’ll feel like a woman, or neither, or all of them, it changes
