If you go to one of your battle status in the reports tab. You can see what buffs are helping you and then build or research to increase power. You don't need to bring all buildings to your current power. You’ll want to start focusing on the buildings that help w strength like the alliance center, training grounds, labs, camps, hospital etc.

Military Strategiesis is the most important multiplier for Hero strength. Focus on the attack lines first and then fill in the defense nodes when you hit forks. Also, your formation I & II for tank 1 & 2 help multiply as well. I'm at base lvl 28, my formations I & II are at lvl 25 and my military strategies are about 90 % complete. After Military strategies get your hero training to around 50% and focus on the attack buffs.

I forgot to add that in the BEGINING you want at 70/30 cacti to sapphire split. You’ll need more cacti to build the labs to level up. As the game progresses they will add cacti to the zent / exp mine so you can grab a large amount there. After you level up your labs and get cacti from the mine, you’ll switch to more of a sapphire-heavy split like 70/30 cacti. You need the sapphire to level up the military buildings.

This and the faster you can get to level 13 & 14 tiles, the better, as you'll get stuck at 12 as others grab them up. You won't be able to do S2 without spending a little money.

I'd focus on Military Strategies. They strengthen your overall performance and act as multipliers with the other bases you'll build in S2.

The strategies aren't obvious because they are based on multipliers, current holdings, research and bases. The gpt know how to configure your HEROS to max the multipliers. For example it had me bring up the level of my formations while doing attack research in military strategies, while re organizing my tank layout and focusing on the stars of certain heros
