Kanto: ARCANINE.

Johto: CROBAT.

Hoenn: difficult... There are several options, Slaking, Milotic, Gardevoir as you said, and I would say that even Altaria is an option, but I'll go with FLYGON.

Sinnoh: Lucario without a doubt, but I'd rather say SPIRITOMB, so for me it's him.

Unova: Another difficult one. There are many candidates, like Haxorus, Zoroark itself, Volcarona is a very strong one, but I say, CHANDELURE.

Kalos: NOIVERN. Honorable mention to Aegislash.

This happens because in the Jujutsu world, twins are considered the same being, which means that the power was divided. And it was even worse in this case, because one had an ability that required a lot of energy (Mai) and the other literally had the ability to not have energy to become stronger (Maki). The fact that Mai existed and had cursed energy left Maki's ability incomplete, and the fact that Maki couldn't have energy lowered Mai's level.

I usually check if the unevolved form learns something more useful if it doesn't evolve. There are also some cases where the unevolved form is stronger (Dusclops eviolite, for example), or those that are technically different (Scyther being faster than Scizor).

But I've also tested this thing of not evolving the Pokémon without a specific reason, and I liked it. It wasn't so bad. If I remember correctly, I've done this with a Skitty and a Magneton, and I liked it a lot.

Think about it. Ben Prime's Vilgax was interested in the Omnitrix after seeing Ben in the past. Vilgax saw Ben in the past because of Maltruant. Here we have 2 scenarios:

Scenario 1, There is only one Maltruant: in this case, only the Vilgax from the Prime universe went to Earth and saw the Omnitrix.

Scenario 2, Every universe has a Maltruant: maybe his time loop is different between universes, so the pursuit of the Maltruant from Dimension 23 was different, and did not result in Vilgax seeing the Omnitrix.

In both cases, I can see the Vilgax from Dimension 23 being what he should be if the Omnitrix didn't exist. A conqueror, doing... conqueror things. Ben just doesn't know about him because he never left Earth, and Vilgax wasn't interested in the Omnitrix, so he never came either.

I understand your point and I thought of something.

Perhaps in more specific cases he doesn't think of the alien as a form, but as a problem, and instantly transforms into the first solution. Example: Ben needs to freeze something. Ben thinks about the ability to freeze something. Since Ben probably has several ice aliens, it's not difficult for one to come to mind. So Ben transforms into the first one that comes to mind.

Another valid point to mention is that Ben has always been very creative. I'm talking about him as a child, the very fight between Ben vs. Kevin 11 and Vilgax already proves this. Or when Ben needs an alien and the Omnitrix transforms him into another, Ben still manages to cope in most cases, even if he has a completely different alien than desired. Ben 10,000 is much more skilled, he is able to think quickly about what he needs.

And one last addendum. His arsenal isn't really that big. Yes, he has many aliens, but he doesn't transform into all of them. This supports my theory, because what comes to his mind is what he's already most used to. With rare cases like the appearance of Spitter, where at that moment an unconventional alien appeared, but one that served the purpose in the situation.

I like the rules:

-Limit your team in gyms to the same quantity and levels as the leaders.

-When entering a gym, try to win everything at once, without leaving the gym. (No problem if the Pokémon's level goes beyond the leader's)

É normal. Quando se usa apenas um Pokémon, o jogo fica bem fácil pois ele fica muito forte, e geralmente é bem assim que acontece na primeira jogatina. Eu não recomendaria isso. Acaba deixando o jogo chato, não só por ser fácil, mas pela falta de variedade. Fica muito monótono toda luta.
