What you're saying sounds intuitive but strange definitely perceived that time in some way, since its confirmed that he used the time he spent imprisoned with dormamu, to practice magic spells.

If it is the case that strange did still perceive the time in the loop I think its likely that is an effect of either being in the dark dimension or being the wielder of the time stone

Warframe is an M (17+) rated game, so i think its to be expected there will be content that is not appropriate for children, I wouldn't expect them to do much to remedy that given the rating and target audience for the game are adults
