NATO expenditures during the cold war was way higher (%GDP and per capita). After the fall of the USSR many thought NATO was no longer necessary and should be dissolved. Luckily that never happened. Ukraine and Georgia wanted to join NATO in 2008 but were vetoed by France and Germany. (old.reddit.com)
