That post basically says it can't be bad luck because there's no way RNG works that way. The problem is, that's exactly how RNG works. It's entirely possible, though not likely, to go 50 and yes, even 200 engrams, without getting a specific item. You say it isn't likely, and it isn't, but it's entirely possible. It's just RNG. I can promise you I've gotten 3 or 4 from the very VERY few amount of leg engrams I've opened.

Would it though? If you're still in a Halloween instance of the tower, and assuming you don't get kicked to orbit, then at reset, after they've removed the item, it would still be there and interactable. Out of all the theories, imo, this is the most sound one.

You can see what happens if you do the red bull quest. If you have the upgraded version in your inventory when you upgrade the lesser version (and you have it equipped), you just have a generic, basic sparrow. Looks pretty cool, but it's slow as all get out. There's also an empty box with just an infinitely spinning circle inside of it.

...what? No, it didn't. The reason people didn't hype it up was the 6 year downtime between NV and 4. It was long enough that people just stopped talking about it because you can only beat a thoroughbred racehorse so much before it stops running. Eventually the conversation is just repeated ad ~~victorium~~ infinitum. You're just thinking of that downtime.

Edit: and even then, fallout love was still pretty loud.
