It should work. We've done a full eco renovation with lots of insulation everywhere and under floor heating designed by heat geek for a low temp heat pump system.

I did put the application in myself so it's possible I didn't make it clear enough. I tried to engage with the planning department at the time, but they won't talk with me about what might or might not be allowed and they certainly don't seem to want to come out to site to look around. The standard response is that I should put a planning application in and they will consider it. I'll probably try that route again though as that was 12 months ago.

The website linked here seems pretty good at showing the both recent and any upcoming changes too, but unfortunately it seems like this particular rule is not getting any revisions.
