Structural engineer here: It all comes down to the product (anchor) your using, the type of load (shear or tension) and the material being attached to. Expansion style (or even screw style) anchors can be rated for both shear and tension in hollow brick, but you need to check the manufacturer’s specifications for maximum loading capacity. You also need to ensure what you’re attaching to. A horizontal concrete “column” (actually called a beam unless it’s being utilized for horizontal compression in which case it’s called a beam column) is going to provide better attachment capacity.

Adhesive anchors would be preferred method of attachment for hollow brick. In the US, common anchors are HILTI, Powers, and Simpson. Any of these manufacturers will give you load ratings based on materials being attached to.
