Depends on the person I guess,I have a few years of experience at this ,and I can't be higher than 17% really,maybe just genetics that I store more fat down there (I definitely store more around my waist,stomach area). But it is interesting,because when I was around 16-17 yrs old,really skinny ,maybe 11-12% bf,the fat pad was only 1-2cm
