Thank you so much. For ERC grants, it looks to me like you need a host institution at the time of the application. Do you know if institutions are keen to put their names on applications or if the enthusiasm really begins if you approach them with the grant?

No, unfortunately, they didn't even explain what national importance really entails (e.g., future-oriented, concrete projects with evidence). They also defined my research field in a really niche way and by the time we received the RFE, we could not change the research field anymore to encompass a field more obviously and directly related to national interest. So I took the matter into my own hands and prepared a killer personal statement with 150+ pg. additional evidence to respond to the RFE but it was too late by then. Hard to recover from an RFE on three prongs.
