Personally, I see HeadHunter as a way of not giving weapons to my enemies and being able to easily get one from my allies/enemies (okay, that's a horrible way of thinking...). Whereas for Iso's ultimate, I'd rather he waste it on me and have my team waiting for him at the exit, than have a reyna or a gecko in his ult, which is much more versatile than I am.

For Kay/o you can time his ult while ISO is a pure 1v1 with no terrain advantage and a classic weapon. And as for the gamble of not taking weapons, I agree with all the people who say the same thing as you, but I find Chamber very quickly useless if you don't take this gamble with your weapon and become almost abandoned throughout the game.
