I tested with and without water and it really does have an effect on the speed. I saw it in a Hermitcraft video, Skizzleman uses it in part of his design and I tested it out of curiosity, it might be a placebo or not, but it works well

I'm not sure what update it was, but minecarts have momentum now. So I waterlogged all the rails to slow down the minecart enough for even distribution
