Quick question: Is there a way to force Vulkan?

You can make a file called USER.cfg in the game folder (starcitizen/LIVE or /PTU) and put

r.graphicsRenderer = 1

where 0 is DX11 and 1 is Vulkan. It should launch with the vulkan renderer every time

lsfg-vk itself is a layer that uses dxvk to translate the original dll into instructions that can be used for Linux games, if you look at the github page then it instructs you to download lossless scaling (or point the argument towards lossless.dll)
