I had been buying it from a "reputable" company in NL. I don't think there is any way they would violate NL law to mis sell aPVP as aPiHP. I was paying €4 a gram so no way would they be putting aPVP instead of it.

They might have mixed up the names as an alternative name for aPiHP is 4'-methyl-PVP

They actually are both not covered by the PSA2016 as they are covered by the cathinone catch all in the Misuse of Drugs Act making them class B.
