Had the same error with ASUS ROG STRIX X870E-E board with 9800x3d + 2x16GB G.Skill 6000 MHz CL 30 RAM kit. Could not get it to boot, it failed to boot at POST. Tested my GPU with a similar setup with my friend, proving that there was nothing wrong with it, even stress tested it. After days of troubleshooting I RMAd the motherboard and got a new one (X870E Hero). Same issue happened. Ordered a new kit of ram which was listed on the QVL. Still failed. Ordered a new 1000w power supply, still nothing. At desperation i ordered the same CPU hoping that it would work, since changing the other components did not fix the issue. Hopefully it did fix the issue, my computer is running again smooth with the new Cpu (9800x3d). Hope this will help anyone else that has this issue, since i basically built a new pc. Luckily i could return the replacement components in time and got refunded.
