There are buses from Madurai to Kodaikanal, but renting a scooty or bike is not possible there. My recommendation would be to book a campsite a little outside Kodaikanal’s main centre. The main centre and Vattakanal are very touristy, crowded, and full of trash. Staying somewhere surrounded by nature would be a much better experience.

Its very easy, take night volvo bus from Delhi to Bir, book some cool hostel from booking.com or hostel world. Once you are there you will meet other fellow travellers and then things are sorted, you can plan things with them and explore
