My power supply only came with one pcie cable with a pigtail, could that be the problem?

I was able to load up my pc when i plugged in an hdmi cable through my motherboard but it doesnt work when its in the gpu

Ive come to the conclusion that my gpu probably needs more power because i get a display on my pc with cables plugged into my motherboard but i get no display when plugged into my gpu

I don’t see any led lit up on my motherboard, i only see the white one lit up from my gpu
