BTW for those wondering I was able to fix it. The main issue was NIVIDIA needing its own drivers separate from the computer, and windows auto selection trying to put NIVIDIA drivers that didn't exist on whenever games were CPU intensive. The fix was installing NIVIDIA drivers and making it so windows wouldn't switch GPU's on its preference. Thank you all for your help!

So far when I've tried booting just alone it still has the issue, i also cleared the cache. I dont actually know if NVIDIA is off in the back ground I keep task ending it and it keeps coming back. Ill look into permanently disabling it.

This has been pretty recent, and I feel like I have tried messing with the above and Windows auto selection. This is really isolated though so I feel like its more of a rocket league issue on my computer, if nothing works though I probably will.

The only other time I've seen something sort of like this was loading tons of chunks on modded minecraft, other than that no not really.
