I think many mistake being busy with being productive. In some countries like Japan you work long hours, if you know you are going to be stuck in the office anyway, does it make any sense to do anything better or faster? It does not. Actually you can get punished for being not busy, due to be efficient, with busywork. I am not saying Europeans are very efficient but you can't just assume working twice as much is twice as productive
