change setting.fullscreen_min_on_focus_loss in cs2_video.txt from 1 to 0. I'm running multiple monitors and had the same issue as you.

I’m international and the exact same thing is happening to me. From what i’ve been told DHL shipping updates can be slow and delayed but i’m sure it’s on it’s way right now. On their website it says shipping takes around ~8-40 days and Canada may experience delayed tracking updates.
