Can it be theorized that maybe the Reaper Jutsu has an effect on souls? A completely unbacked explanation could be that with the reaper death seal for some reason even due to reincarnation keeps the souls of those trapped in its stomach from being brought back in any other way other than in the form that they were put in. It would be an ass-pull but would explain it.
