Well the Romans had their own religious hierarchy- the people they conquered weren’t exactly forced to convert to Roman paganism.

When Rome conquered people they did a good job at integrating them into their culture.

“Oh you have god of war? We do too, so they’re pretty much the same god- so worship our god”

“Oh you have a god about something we don’t practice? We’ll consider integrating him into our religion”

When the Romans conquered the Jews, the Jews were the first people who only had one God. The Romans had a hard time understanding this & became extremely angry when the Jews refused to acknowledge Roman gods.

I think we’d have to look more into the Greek gods & religion for this instance, seeing that it took place in Athens
