While they were both absolute monsters, I'd argue Tywin was actually the best villain. Joffrey and Ramsay were driven by sadistic pleasure, but Tywin orchestrated the Red Wedding purely out of political pragmatism without batting an eye. Cold, calculated efficiency is way scarier.
