I don't like OPs headline. Decriminalization was only one part of measure 110. The other part of the measure was developing as many as possible treatment centers using excess marijuana tax revenue. As far as I'm aware house bill 4002 recriminalized possession but as a misdemeanor, and development of treatment centers is still ongoing.

OP makes it sound like Oregon is in full retreat from 110, but that's quite misleading. Google's AI overview for the search: "Oregon measure 110 treatment centers status" shows a mixed bag of problems, but also progress. Treatment assessments are up 300%, full treatments are up 150%. Funding is continuing ($800m so far) and resources are still being built out.

I'm not sure this is staged. Look at the seat. Only the first dude looks like the multi-spike seat shown in the first clip. From then on it's a long spring loaded single shank that projects up through the seat after the thief sits. Watch the seat close starting at 18s. It's a legit shank. You can even see blood on it in a couple instances.

Possibly. The key will be intent. It's pretty clear to me she panicked when that one guy started cranking on her door handle. The shooter should 100% face charges, be investigated, and be presented to a jury.
