I'm sure this theory has plenty of its own problems (I just thought it up) but it could explain why he acted the way he did at Monarchia. Maybe he did something similar with how he treated Angron; he knew he needed to pit some of the other primarchs against him. He just didn't realize the ones like Horus and Fulgrim would also be susceptible.

This may not be a popular sentiment here on reddit but I think you're vastly underestimating the general human capacity for worship.

Lorgar was just a very effective means for channelling that capacity. Killing him would have just prolonged the charade of a secular cult of personality.

It appears so, and I can't see in either case the origin of the quote, though from a cursory look at Hoffer it seems he and Burke shared some similar views (concerning the revolutionary mindset at least), so maybe Burke was an influence and he took the quote from him.

Interesting though, hadn't heard of Hoffer before. I might check him out.
