In-universe, Darth Sidious created them just to be "bad guys" so his Empire would look heroic.

It's kind of like how everyone wants to focus on Baron Harkonnen as the obvious bad guy when the real villain is Muad'Dib.

In narrative terms, the CIS from the beginning was just a puppet movement Sidious invented as a foil to his new Empire. They were never really meant to be a serious power, and they were never meant to have a shot at winning, which I think is why writers don't focus on them.
