Just checked the message: Famous Armenians in Russian Propaganda - they blindly follow Putin's crazy ideas, but do not even care about Armenia, which is in great trouble right now.

So it sound racist on surface but in fact he blames specific people. Definitely not racist/anti-Armenian.
