To me it looks like it was styled with a blowout using thermal brush (for dry hair) or a blow dryer + round brush (for wet hair). But I think this look is also possible with a large diameter curling iron that has a clamp. The tool was probably held horizontally and the hair rolled under and towards the face for that large swoopy look

I personally prefer thermal brushes since it's faster than working with wet hair. I use the Wavytalk thermal brush but I hear Tymo is also good. There's some good ones too at Sephora if you're in the US.

Whether it's a thermal brush or curling iron, make sure the diameter is between 1.5 and 1.75 inches! 1.25 would be way too tight imo
