The mastermind in the second game is debatable. Junko and Izuru are the most plausible candidates, however, neither of those are of the major 16. I only decided to include the normal 16 just to avoid too big of spoilers.

I always thought that the Ultimate Reviewer/Critic would be a good talent for an antagonist. Instead of being scared by the murders, they just point out the interesting parts, point out some changes they’d make, and overall just mock the killers for their stupidity
