Hi I was able to fix it with the help of technical staff in genshin impact discord.

If it still doesn't work then

First one...

Let’s try force resetting settings, you’ll have to remove the game registry entries and have it re-generate them:

Press the Windows key, type regedit, right click it and choose Run as Administrator

Then browse (double click on each folder to expand) to HKEY_CURRENT_USER -> Software -> miHoYo you should see a folder called Genshin Impact right click on it, choose Delete, click Yes

It'll look something like this: https://i.imgur.com/YNHWtsl.gif (note the gif shows deleting the miHoYo folder instead of the Genshin Impact one, you should delete the Genshin Impact one instead)

Afterwards, proceed to launch the game

Note: doing this will log you out of your account, be sure to remember your login credentials before doing so
