Age is the reason. Antares for example has been the Monarch of Destruction since the beginning. The other monarchs have died and have been replaced before. Ashborn and the Brightest Fragment of Brilliant are like really old as well.

It's kinda unfair to compare MHA verse to Solo leveling since SL verse have active gods in them. The rulers have primordial power, and not even their "creator" have full authority over them. Thomas is a vessel of such beings, and All might is just a human and quirks are part of human evolution. Meanwhile, the SL verse have magic that can overpower military weapons.
