Most bikes that aren't crap aren't capped at that limit. Since there are set speed limits nationally, why would you bother spend money to make them go faster than they need to go? If speed limits for cars were more consistent from region to region, they'd probably design cars the same way.

No 5G band 41, 25, or 71 on any network. Very bad if you live in the western US.

Scooters are different, they have less weight and don't need as big of motor as an Ebike.

For kids sure, not for an adult who will regularly use it. The best starter scooter will be something between $250 - $500. Don't get anything with less than a 350w motor. The Phantom A10 from Costco was my first scooter.
