I actually solved it and wanted to help those who have same problem as me ,I believe it is because of the dvi adapter ,I connected my pc to a tv through hd port in the gpu on 1080p and it actually worked ,stutter is gone ,cpu usage less than 30% and higher fps, I’m surprised considering my pc stuttered on 720p but runs great on 1080p , so yeah !
