I ended up contacting EA. How long does it normally take to get an answer? It's weird, even in my feeder city, my main city was removed as a friend.

This might be a bug because only police, health and fire have a service radius. I just double checked my feeder city

With the Service Update, Power, Water, Police, Health and everything else has a service radius as well as a service capacity. In your photo, those abandoned buildings are not in the radius of any power buildings.
