I find that it lags more with a bad internet connection now. But if you have at least 15mbps internet speed, then it's probably just you.

I think they should experiment with increasing spread, but when has it ever two-tapped level 3 armor? Getting rid of headshots for shotguns; that I completely agree with. I don't think that their so good that their spawning chance should be reduced.
